I can answer the first one: it's because his attitude and personality stinks! He is basically downright evil sometimes! He's one of my favorite characters on the show but he's not leadership material at all. He has never display any leadership traits (like integrity for example).

What are the episodes with Chibi Keroro and Keroro Zero?

Chibi Kero appears around 190s - 200s (I can't exactly know due to the recent episode bans) but I do know it's at least 196 because that's where the 3d Chibi Kero is main for part A and I remember the part B for the "drill episode"...
Kero Zero is separate I think, but again it is now next to impossible to check due to the widespread Youtube ban...
Kero Zero episodes will always start with that in the title, so basically just go to
http://en.wikipedia.org/wiki/List_of_Sgt._Frog_episodes and look for all the ones that start with "Kero Zero". Now the ones with Chibi Keroro will be a bit harder since they don't follow any normal naming scheme.
Like mentioned above, KeroZero always has... KeroZero in the title. All episodes are in the 6th season too. So, just check the episode list. Only detail to note is that there's also the 4th movie short and episode 305, with Nobibi, is a finale for the Katoyama Kiko plotline from KeroZero in some ways.

Looking back, the focus of every Chibi-Kero episode was either Zeroro or Keroro, there were no Giroro and Pururu focus episodes at all.
I am a teacher that helps run an anime club at my school and my kids got me hooked on this show! I have been wondering a few things as of late.
First question is about the hats. I have seen some Keroneans (sp?) with hair in the anime. Is hair an oddity or are they considered naked without something covering their heads? I have never seen the ones with hats without them even in the bath. Maybe all the hair I have seen are wigs and they are just over their hats like Keroro's afro wig is? The only time I can remember seeing just the hat was when Keroro was trapped in the bad storm and Giroro had to rescue him.
I was also wondering what their home planet looks like. I saw the secrets of the kero ball were all the buildings looked like dice but in regular flash backs it looks very much like Earth. Also Giroro's home looked like a rounded hill kind of building when Keroro was remembering about Garuru.
Lastly I have read up to manga value 17 and the anime English sub to 154. Dose anyone know were I can find more?
